I think that some businesses avoid advertising job openings because of keeping vacancies in the businesses a secret to the general public. There might be personal reasons of businesses to not advertise job openings. One reason can be that some businesses might want to hire candidates internally within the scope and limitation of the internal infrastructure of the organization. There can also be businesses which might want to hire candidates from known individuals like known employees already working in their organizations.
